Cypress v3.2.1 does not seem to generate input QRDA Cat 1 documents correctly

      Attached 3 files. Roy Davis 2 is has the encounter and is in the known good files. The import files however are Roy Davis 4 & 5 which clearly do not have the encounter and only the payer.
