Hi,

When we started testing on cypress 3.2.0. we noticed multiple measures failing.
On investigation, we noticed that the input QRDA Cat I that Cypress was
generating were missing multiple data points. The same patient when we
drill-down to look at the patient details had information (e.g. a Encounter or a procedure)
that was missing in the QRDA file downloaded. "Get known good results" produced a QRDA file that's
different from the one in the input.When we say the above, we have accounted for duplicate files where
clinical data is spread across 2 or more files.

I have attached an screen shots and input test data as "0_Brenda_Cook" and "1_Brenda_Cook" are the original input test data set for CMS82 and "4_Irma_Perry" and "5_Irma_Perry" for CMS132.

I looked through the open issues it is related to issue cypress-1119
