Logic affecting more than 1 eCQM
The c1 record sample test in Cypress v3.1.0 should not require data outside of what is required for smoking gun.
Both CQM-629 and CQM-822 state that you only need to include the data elements relevant to the populations that the patient is in, and that it is not a requirement for certification to include all data elements for a given measure. The resolution to CQM-822 was to update Cypress to require only smoking gun data, which is true for the C1+C3 (QRDAI) and C2 + X3 (QRDA III) import and calculate tests, but is not the case for the C1 record sample test. It should not be required to both demonstrate only showing data for smoking gun and also show data outside of smoking gun in the same Cypress test.
If data elements from multiple populations are desired for the c1 manual test, then it should be explicitly confirmed that it is acceptable submit more than one file per measure for the same Cypress test as described in Cypresss-774 and it should be confirmed that this is still appropriate for Cypress v3.1.0.
