Add ICD 9 codes with and without decimal points in value sets

    • Value set membership may only include concept identifiers that actually exist in the code system they belong. ICD codes with the decimal point removed are not legitimate concept identifiers and as such will never be allowed in the value set.
    • Patients who are coded with appropriate diagnosis codes does not trigger the measures because the Value set does not have ICD9 diag codes without decimal point.

      All current EH measures and possibly EP measures uses coded diagnosis codes to trigger patients as IPP, denominator, exclusions and more.. We have several clients who receives coded diagnosis codes from billing system without decimal points in it.
      For Example: Value set: Ischemic Stroke
      OID: 2.16.840.1.113883.3.117.1.7.1.247.
      used by NQF 0371, NQF 0438, NQF 0440, NQF 0435, NQF 0436, NQF 0439, NQF 0441 and NQF 0437.
      This Value set includes ICD 9 codes 433.01, 433.10, 433.11, 433.21, 433.31, 433.81, 433.91, 434.00, 434.01, 434.11, 434.91

      The EMR / billing system is set to use ICD diag codes with out decimals and what we are seeing in EMR is 43301, 43310, 43311, 43321, 43331, 43381, 43391, 43400, 43401, 43411, 43491.

      The question is, Can we amend the published value sets from Value set authority and add these codes without decimals.
