Clinical trials logic will inadvertently exclude patients with a history of participating in clinical trials

      Clinical trials logic will inadvertently exclude patients with a history of participating in clinical trials. The intent is to exclude patients whose current clinical trial does not end before the start of the encounter. Under the current logic, any patient with a prior clinical trial different than the one currently on would be inadvertently excluded.

      The logic for the clinical trials exclusion is listed as:

      AND NOT: "Occurrence A of Patient Characteristic: Clinical Trial Participant" ends before start of "Occurrence A of Encounter, Performed: Hospital Measures-Encounter Inpatient"
      AND: "Occurrence A of Patient Characteristic: Clinical Trial Participant" starts before or during "Occurrence A of Encounter, Performed: Hospital Measures-Encounter Inpatient"

      I believe the intent of the logic statements together is to capture patients that are actively on a clinical trial during the admission included in the population statement (I am already aware of the other issue addressed regarding clinical trial purpose, which I understand will be addressed in the next measure release). However, by saying "not ends before start of" AND "starts during or before", patients who have been on a clinical trial in the past and are now on a new clinical trial would be inadvertently excluded from the measure. Since the value set is not indicative of a specific clinical trial, reporting logic is not specific enough to indicate that the current logic is really referencing the same clinical trial in both logic statements. Will this logic be updated in the next release to more accurately reflect that the measure is seeking patients actively on a clinical trial?
