The version in question is v1 of CMS 147 (as noted in the details section). We recognize that there is an issue with the measure logic that creates a gap that unintentionally excludes encounters on the measurement period start date (encounters on 1/1/20xx). Due to the limitations of timing operators in the QDM used for the development of the measure logic for CMS 147v1, there did not seem to be a workaround. The new timing operators in the QDM 4.1.1 (published in Sept 2014) documentation give the measure developers some additional options in how to express the logic. We are considering this update and expect for the issue to be resolved with the next cycle of annual updates.
