PN-6 is supposed to be divided between ICU patients and non-ICU patients, depending on whether they were in the ICU sometime within 24 hours of their arrival at the hospital. However, the criteria for population 2 (non-ICU) does not properly exclude patients who are transferred to the ICU. The portion of the logic attached describes the two scenarios in which a patient can be admitted, either directly admitted or through the ED. The highlighted line in the attached picture excludes an encounter in a non-ICU location following an encounter in an ICU. However, there is nothing which disallows an ICU encounter following the inpatient encounters. Therefore any patient who qualifies for Denominator 1 will also qualify for Denominator 2, which I don’t believe is intentional.
