NCQA received an inquiry for CMS130v13 which is used in the CA QIP program.
Inquiry: If a Fecal Occult Blood Test (FOBT) is performed by doctors and sent to the lab, but the lab result comes back with a status of "sample could not be processed" so diagnostics were not calculated. Do the patients still meet numerator criteria because the FOBT order was sent to the lab? Or does the FOBT lab have to be processed before it is considered in the numerator?
Their understanding is that this would satisfy the requirement for a completed FOBT order, even though the lab was not able to be process the patients sample at the lab. Our understanding is that the logic/definitions for this measure states that numerator criteria for Fecal Occult Blood Test Performed must have the FecalOccultResult where FecalOccultResult.result is not null. If the FecalOccultResult in this example is null, it would not meet criteria but if the result states "sample could not be processed", this could meet criteria?
