Why are there multiple varying value sets for pregnancy?

The two value sets in question had different intent: the AMA 2.16.840.1.113883.3.526.3.378 VS intent was to include active pregnancy only and the QIP 2.16.840.1.113883.3.526.3.378 VS intent was to be very inclusive and so included codes reflecting birth encounter and related procedures to labor and delivery. Because the intent of the two VS are different, it is appropriate to use 2 different sets of codes (although the AMA VS should be a subset of the QIP value set.) Therefore, these two value sets will be updated but not harmonized.

EP 0018 references value set 2.16.840.1.113883.3.526.3.378 for pregnancy. EP 0421 references value set 2.16.840.1.113883.3.600.1.1623 for pregnancy. As an example, the value set for EP 0421 contains the code O62.3, whereas the value set for EP 0018 does not. Why are these different?
