Thank you for your question about CMS1028v3/PC-07, Severe Obstetric Complications. For a person with obstructive sleep apnea (OSA), perhaps consider SNOMEDCT 34281000175105 Nocturnal continuous positive airway pressure (regime/therapy) as a more appropriate code than the codes contained in the value set for PC-07. We recommend that you confirm with your coding experts.

    • Inclusion in numerator for a POA

Scenario: Patient has obstructive sleep apnea (OSA) POA = Yes, on home CPAP. included in the numerator for PC-07 for Severe Maternal Morbidity Procedures > NIPPV. This was not a procedure performed due to a delivery complication, rather, continuation of the patient's regular care for OSA.

From what we understand, there does not appear to be a way to recognize this was a "POA" procedure. Is the intent of the measure to still capture these cases in the numerator? If not, what recommendations might you have - so patient is denominator only (no other qualifiers for num)?
