Currently, HQMF does not have a way to indicate that the member has to qualify for the denominator based solely on a pregnancy test. Therefore, we have used the guidance section of the measure to indicate this information. We will continue to monitor the updates to HQMF and update the measure to best express the intent.

    • Measure Certification for CMS153-NQF0033

      CMS153v3 – NQF0033
We are having a problem with the Denominator Exclusions for CMS153 in the test deck we created using Cypress v2.3 and Test Bundle v2.3.0. The patient ‘B, Pregnancy_Adult’ is getting reported as denominator exclusion for this measure but within our EHR is not. The Guidance section on the Gov. Spec for CMS153-NQF0033 states:
Codes to identify sexually active women include codes for: pregnancy, sexually transmitted infections, contraceptives or contraceptive devices, and infertility treatments.

The denominator exclusion does not apply to patients who qualify for the initial patient population based on services other than the pregnancy test alone.

The wording in the Denominator Exclusion section of the spec makes no mention of applying it just to those services:
      • Denominator Exclusions =
o AND: "Occurrence A of Laboratory Test, Order: Pregnancy Test" during "Measurement Period"
      o AND:
       OR: "Medication, Order: Isotretinoin"
 OR: "Diagnostic Study, Order: X-Ray Study (all inclusive)"
 <= 7 day(s) starts after end of "Occurrence A of Laboratory Test, Order: Pregnancy Test"
It seems like the Guidance listed in the header of the spec does not match the logic listed in the body. Can you provide guidance for us on this measure so that we can successful attest this measure in our next round of certification?
      Thank you.
