To ensure only active diagnoses are included, we are planning to update the measure logic for the upcoming performance year (PY 2027) to require an active HIV diagnosis with a prevalence period overlapping the first 90 days of the measurement period.

      After reviewing prior communications with HRSA, it appears that guidance for the HIV Viral Suppression measure has changed regarding inaccurate HIV diagnoses. In 2022, patients could be removed from the measure population when documentation indicated the patient was HIV negative. More recent guidance (CQM‑8098) indicates that the measure logic does not account for diagnoses that were later determined to be erroneous.
      Because this change may affect entities with a sizeable number of patients without HIV included in the measure, could HRSA share any background or rationale for this update in guidance?
