      Vendor is stating that ICD-10 codes from Risk Factor Value Sets that pull into the eCQM report for PC 07, under a report column titled "Risk Variable Adjustment for Diagnosis Codes Present on Admission is Yes or Exempt”, are sufficient to satisfy present on admission. Are the diagnosis codes alone sufficient or should the actual POA indicator (Y, N, U, W, etc.) for the ICD-10 codes be included in the report data for submission?
