Health Level 7 (HL7®) Fast Healthcare Interoperability Resources (FHIR®) is the next-generation standard for electronic healthcare data exchange, designed to improve interoperability across clinical settings. As the Centers for Medicare & Medicaid Services (CMS) advances quality measurement by transitioning electronic clinical quality measures (eCQMs) to digital quality measures (dQMs) using FHIR, your feedback is essential for shaping the future of digital quality reporting.
CMS is now accepting public feedback on draft dQMs and example test cases to be considered for future use in CMS Quality Reporting Programs.
For review, this ticket includes the following attachments:
- dQM packages: 49 files with this naming convention: CMSXXXFHIR-v1.0.000-FHIR.zip
- dQMs based on the 2026 Performance Period/Reporting Period for __ Eligible Clinician eCQMs
- Clinical Quality Language (CQL) code for these dQMs has been validated for conformance with the Quality Improvement Core (QI-Core) Standard for Trial Use, version 6.0.0 (STU6)
- Example test cases: _FHIR-TestCases-Example-CMS2FHIR-v1.0.000.zipÂ
- A set of example test cases for a dQM
- Value sets supporting dQMs are available on the Value Set Authority Center (VSAC) via downloadable files or FHIR Application Programming Interface (API) here
- Value sets are required for test cases, dQM packages, and logic
