CPT code for Encounter SNOMED codes

      eCQM procedure and intervention clauses are expected to represent this information using SNOMED CT codes. But measures may allow CPT codes while "in transition". If a measure has not included transitional code systems in a (grouping) value set, then it is reasonable to request the addition of appropriate concepts from the transitional code systems in an update. Pending that update, implementors must comply with the current defined value sets. As has been noted by some discussants, this can be accomplished by mapping transitional concepts to concepts in the preferred code system. These mappings are not provided as part of the Meaningful Use artifacts.

      For many of the 2014 EH or EP CQM, the encounters are determined only using a SNOMED CT.

      Encounter, Performed: Inpatient Encounter - 10378005

      The Question is if a EHR vendor, does not have a SNOMED CT as the coding system for an encounter can these criteria set be ignored? Does CMS or NQF requires it mandatory to have a SNOMED CT recorded for a Encounter and to be used in CQM calculation or is it optional for 2014 or would be made mandatory in later years.
