Thank you for your inquiry regarding CMS137v13 (2025 Performance Period). Numerator 1 requires initiation of treatment, either an intervention or medication for the treatment of SUD within 14 days of a SUD episode. There are multiple pathways to meet Numerator 1 including psychosocial visit. For example, a psychosocial visit can be defined as an encounter with a diagnosis code using the codes in the value sets "Virtual Encounter" (2.16.840.1.113883.3.464.1003.101.12.1089) and "Substance Use Disorder" (2.16.840.1.113883.3.464.1003.106.12.1001). This information must be present in the EHR. This requirement is expressed in the CQL below.

    • Seeking clarification

Seeking clarification on what qualifies as a numerator/satisfier for "Intervention, preformed: Psych Visit Psychotherapy".

Scenario: Patient is seen with a provider and a substance use diagnosis is coded at the time of visit qualifying them into the measure population. The provider orders a referral for a psycho social visit that occurs 30 days later. Clarifying in this scenario, will the referral itself meet numerator criteria for initiation?
