Hospital Harm measures are meant to increase safe patient care in hospital stays. By excluding patients who have a fall POA, you are not assessing the hospital's true harm rates for patients who have repeat falls in the hospital.
Patients who present to the hospital with a fall present on admission are excluded from this measure. A hospital should be responsible to keep those patients safe, who have fallen prior to their hospitalization. Injuries sustained that are POA should be excluded, but injuries sustained from a subsequent fall in the hospital should be included.
