The denominator exclusion, “Patients discharged to an acute care facility” refers specifically to discharges captured in the value set Discharge To Acute Care Facility (OID: 2.16.840.1.113883.3.117.1.7.1.87), which defines the allowable acute care facility codes for this exclusion. This value set includes codes for:
      - Discharge to community hospital
      - Discharge to tertiary referral hospital
      - Discharge to acute care hospital

      Patients transferred to rehabilitation facilities or psychiatric facilities, for example, are not excluded from this measure.

      We are requesting guidance. For the Safe Use of Opioid eCQM, the ECQI website states that patients discharged to another inpatient care facility are denominator exclusions. Can you please clarify what another inpatient care facility is? Does it mean additional acute medical care? Does it include inpatient psychiatry?
