      Thank you for inquiring about the Preventive Care and Screening: Screening for Depression and Follow-Up Plan eCQM. As long as subsequent encounters during the measurement period do not document a depression screening, the exception would apply. The measure requires only one depression screening (or an exception) to be completed annually, and if positive, an appropriate follow-up action is documented.
       
      Scenario 1: (Exception applies- counts as Most Recent attempt to screen)
      2/1/xx: Patient refusal documented
      7/8/xx: No screening completed
       
      Scenario 2: (Exception does not apply, because the screen without follow-up is the most recent)
      2/1/xx: Patient refusal documented
      7/8/xx: Patient + depression screen, no follow-up provided

      Can I get clarification on the timing of the exception for this measure?  The CQL states: "NoAdultScreen with "Qualifying Encounter During Measurement Period" QualifyingEncounter such that NoAdultScreen.authorDatetime during QualifyingEncounter.relevantPeriod".

      I read this as the code is looked for on the date of the eligible encounter.  This does not mean that if there is a subsequent eligible encounter that it can look back to this prior visit and use the exception logic.  Can you confirm?
