Thank you for your question regarding CMS506v7, Safe Use of Opioids - Concurrent Prescribing. Codes related to MAT can be found in valueset "Opioid Medication Assisted Treatment (MAT)" ( OID 2.16.840.1.113762.1.4.1111.177). Codes related to "Intervention, Order: Palliative or Hospice Care" can be found in value set "Palliative or Hospice Care (OID 2.16.840.1.113883.3.600.1.1579)." Clinically equivalent services may be mapped to the codes used in the measure’s value sets to satisfy the measure requirements. Unfortunately, we are unable to provide more specific guidance related to the mapping of codes, we recommend that you consult with your EHR vendor and clinical partners. If mapping is conducted, you should maintain documentation in case of a CMS audit.

In regard to your second question, the order time for palliative care consult can be used to satisfy the “intervention palliative or hospice care”. Please reference this logic:

"Intervention Palliative or Hospice Care" PalliativeOrHospiceCare
      where Coalesce(start of Global."NormalizeInterval"(PalliativeOrHospiceCare.relevantDatetime, PalliativeOrHospiceCare.relevantPeriod), PalliativeOrHospiceCare.authorDatetime) during Global."HospitalizationWithObservation" ( InpatientEncounter )

      1. Intervention Performed: Opioid Medication-Assisted Treatment (MAT)

In our QRDA file, the order date/time of the Clinical Opiate Withdrawal Scale (COWS) assessment is mapped to the MAT. Medications for MOUD are correctly mapped.

Is this an appropriate mapping for the exclusion criteria of "Treatment of opioid use disorder"?

      2. Can the order time of the palliative care consult and/or the corresponding consult note time be used to meet the criteria for the "intervention palliative or hospice care"?
