      Thank you for your inquiry regarding CMS131v13 (2025 Performance Period). The measure looks for diabetic patients aged 18-75 who had an outpatient visit during the measurement period and received an eye screening for diabetic retinal disease. In your example, a retinal eye exam on 04/01/25 and a diabetes diagnosis on 05/05/25 would meet the numerator criteria, as long as a diagnosis of retinopathy overlaps the measurement period.

      Can a visit that meets numerator criteria occur prior to the diabetes diagnosis being added to the chart? The spec sheet states "overlapping measurement period" which to me means it can occur prior as long as it is within the measurement period.

      (IE: Patient has a full dilated exam on 04/01/25 and then when they return on 05/01/25 they have since been diagnosed with diabetes and it is added to the chart. Would they still meet numerator criteria for the 4/1 exam)
