      Our question is regarding the CQL Encounter Visit instructions below state "where LastED.relevantPeriod ends 1 hour or less on or before VisitStart.

      We occasionally see scenarios where the discharge from the ED is after the OBS encounter start. First question is "Would the DDSP include the ED and OBS encounter in the Global.HospitalizationWithObservation(Encounter) where the ED discharge is one minute after the Observation admission time?"

      2nd Question: For data elements collected from the "Start of Hospitalization," in a situation where there is an ED and Observation encounter prior to inpatient admission, would the start of Hospitalization include the time in the ED and the time while the patient was in Observation?
