Hospitals are challenged to identify which CQMs to report in order to satisfy MU requirement of reporting across at least 3 domains
There is a variance in the categorization of CMS eMeasure #55/NQF #0495. The list of CQMs for EHs currently provided by CMS at http://www.cms.gov/Regulations-and-guidance/Legislation/EHRIncentivePrograms/Downloads/2014_CQM_EH_FinalRule.pdf state this measure falls within the National Quality Strategy (NQS) Domain “Patient and Family Engagement”, while the National Quality Forum (NQF) site lists it under NQS Priorities “Effective Communication and Care Coordination”.
There are multiple such variances within the CMS list, a situation made worse by the lack of consistent phrasing. CMS refers to NQS “domains” while the NQF uses the word NQS “priorities”. There are six(6) categories for both NQS Domains and NQS Priorities with incomplete alignment per the table below; note the categories are listed in order provided by each respective agency:
NQS Domains per CMS Final Rule | NQS Priorities |
---|
Patient and Family Engagement | Affordable Care |
---|---|
Patient Safety | Effective Communication and Care Coordination |
Care Coordination | Health and Well-Being |
Population and Public Health | Patient Safety |
Efficient Use of Healthcare Resources | Person-and Family-Centered Care |
Clinical Processes/Effectiveness | Prevention andTreatment of CV Disease |
Does CMS plan on revising list of CQMs for EHs to more accurately reflect and align with NQS priorities?
