Thank you for your inquiry regarding CMS819v3, Hospital Harm - Opioid-Related Adverse Events. Since the opioid was administered in the operating room, this patient would not be included in the initial population.

We are trying to assess if our eCQM logic is built correctly.
The patient underwent a planned outpatient procedure. Surgery began at 07:44 and ended at 10:01. Partway through the procedure, at 08:56, the patient’s status was changed to inpatient. During surgery, a single dose of opioid was administered at 09:52. No additional opioids were given postoperatively. Naloxone (an opioid antagonist) was administered at 12:37, several hours after surgery concluded.
Given that the opioid was administered during the procedure (within OR times), would this patient not be in the initial population? Or, since the surgery started before the patient became an inpatient, would the algorithm fail to capture the opioid as being given during OR time, thus resulting in the patient being included in the numerator?
