If a mother arrived with the newborn in cephalic position, but during delivery, there is documentation that indicates newborn was in breech presentation, would this case be excluded from PC-02?

      I have a PC-02 case where all of the notes prior to the delivery states the newborn was in cephalic presentation. The op note then states "Fetal head unable to be delivered through hysterotomy, decision made to deliver breech. Breech delivery uncomplicated." 

      Given what's stated in the op note, does this case meet the exclusion criteria for PC-02?
