Based on the information provided, the patient in the example would not be included in the inpatient population. The measure identifies an inpatient hospitalization by the value set "Encounter Inpatient" (2.16.840.1.113883.3.666.5.307) which includes Emergency hospital admission (procedure) (183452005), Hospital admission (procedure) (32485007), and Hospital admission elective (procedure) (8715000). The measure does not intend to capture discharges other than inpatient discharges, therefore, we encourage you to work with your EHR vendor to ensure observation and other outpatient encounters are not inappropriately captured by the measure.

      We’d like to clarify for patients that have inpatient status in the relevant period that changes to observation at discharge. Should that patient pull into initial population based on a qualifying encounter status being found (INPT then converted to observation)?  If not, does the below logic point to the final encounter status?
      Pt. Example: Pt. was admitted INPT, then changed to Observation status at discharge. Would this patient still be in the INPT measure population.
