When does the clock start for documenting pressure injuries as POA.

The time frame referenced in that definition statement refers to the time between the end of an emergency department (ED) or observation encounter and the start of the inpatient encounter, not the amount of time spent in an ED or observation encounter. This measure includes time spent in an ED or observation encounter in the inpatient hospitalization period when the transition between discharge from these encounters and the admission to the inpatient encounter is one hour or less.     • Determination of what is meant by encounter and how this affects when the 24 or 72 hour timeframe starts for pressure injury reporting for POA vs HAPI.

      Under definition, it reads "Inpatient hospitalizations: Includes time in the emergency department and observation when the transition between these encounters (if they exist) and the inpatient encounter are within an hour or less of each other."

      Does this mean that if the patient is held in the ED or observation for more than 1 hour, the 24 hour (stage 2-4, and unstageable) and 72 hour (DTPI) timeframe for document POA starts at the time of the admission order. 

      If my interpretation is incorrect. Please provide clarity.
