The routes listed in the “Route of Administration,” value set should only be used for opioid antagonist administration (value set "Opioid Antagonist" OID 2.16.840.1.113762.1.4.1248.119) as part of the numerator. For opioid overdose, the only allowable routes of administration for the antagonist are intramuscular, intravenous, or intranasal. The “Opioids, all” value set (OID 2.16.840.1.113762.1.4.1196.226) oral administration relates to opioid administration that is an allowable route of administration for the denominator.

      There is some confusion between the measure numerator, opioid administration section, and what is in VSAC for the following value sets: Route of Administration; Opioids All

      The eORAE measure numerator section states: "The route of administration of the opioid antagonist must be by intranasal spray, inhalation, intramuscular, subcutaneous, or intravenous injection.

      Under the definitions, then the opioid administration section, it states, "["Medication, Administered": "Opioids, All"]".

      In VSAC, under the value set "Opioids All" section it has both IV and oral opioids.

      In VSAC, under the value set, "Route of Administration," it does not mention oral or by mouth at all. It states the following:

      • subcutaneous route (qualifier value)
      • Intravenous central route (qualifier value)
      • Intravenous peripheral route (qualifier value)
      • Respiratory tract route (qualifier value)
      • Nasal route (qualifier value)
      • Intravenous route (qualifier value)
      • Intramuscular route (qualifier value)

      So, which is it? Should we include only the routes above, or should we also include the oral (PO) route? If we include the PO route, then the value set of "Route of Administration" should be updated to include it.
