The Initial Population includes inpatient hospitalizations for patients age >= 8 years and < 65 admitted to the hospital for inpatient acute care who undergo a delivery procedure with a discharge date that ends during the measurement period.

      An ER or OB triage visit immediately preceding the inpatient encounter is not required. If present, the HospitalizationWithEDOBTriageObservation function provides the ability for admissions to also include the ED or OB triage visit(s) with the inpatient delivery encounter if the time of discharge from one visit and the start of the admission occur 1 hour or less of each other.

      Risk assessment variables should be noted when assessing, or confirming, presence on admission of any additional, or a history of, conditions such as asthma.

    • We are unsure if we are correctly capturing the initial population for this eCQM

      Could you please confirm that the initial population for the severe obstetrics complications eCQM measure (CMS 1028v2) should include all patients with an inpatient encounter within the age range (>8 to <65) that have a delivery procedure? Must the patient have an ER or OB triage visit prior to the inpatient encounter to be included? On the eCQM flow for 2024, it has the text "starts during day of interval of the hospitalization with prior ER or OB triage visit through the observation visit to discharge". I interpret that text to mean that we would include EHR data from an ER or OB triage visit immediately preceding the inpatient encounter for risk stratification, but not that the patient must have an ER or OB triage visit preceding the inpatient delivery encounter to be included in this measure.
