      Thank you for your inquiry regarding CMS996: Appropriate Treatment for ST-Segment Elevation Myocardial Infarction (STEMI) Patients in the Emergency Department (ED). Patient/family refusal is not currently included as an exclusion in the measure specifications. This issue has previously been brought to CMS’s attention, and we will continue to monitor the feasibility for capturing patient/family refusal in future Annual Updates.

    • Putting patients into the IPP/Denominator instead of an exclusion.

      Currently patients who refuse a cath in the ED qualify for the IPP/Denominator. These refusals are the reason they don't qualify for the Numerator, and not because of a process delay or issue. It would seem a refusal should be an exclusion or an exception.
