      Thank you for your inquiry regarding CMS819v3, Hospital Harm - Opioid-Related Adverse Events. The intent of this measure is to capture the administration of opioids and opioid antagonists in areas other than the operating room (OR). Please see below for answers to your questions:

      1. If a patient gets an opioid in the OR, goes to recovery and is still over sedated after 12 hours and receives Narcan is this counted in the numerator?
      Based on the information provided, this patient would not meet the criteria for the initial population and therefore would not be included in the numerator. In order to be included in the initial population at least one opioid medication administration must start during the hospitalization outside of the operating room.

      2. If a patient gets an opioid in the OR, goes to a surgical floor and is still over sedated and receives Narcan within 12 hours of the OR opioid is this counted in the numerator?

      Based on the information provided, this patient would not meet the criteria for the initial population and therefore would not be included in the numerator. In order to be included in the initial population at least one opioid medication administration must start during the hospitalization outside of the operating room.
