      Thank you for your inquiry regarding CMS996: Appropriate Treatment for ST-Segment Elevation Myocardial Infarction (STEMI) Patients in the Emergency Department (ED). Patient/family refusal is not currently included as an exclusion in the measure specifications. This issue has previously been brought to CMS’s attention, and we will continue to monitor the feasibility for capturing patient/family refusal in future Annual Updates.

      Jehovah Witness patient meets criteria for the denominator but due to religious reasons, elected not to consent to PCI due to possibility of requiring a transfusion if a complication were to occur.   There is no exclusion criteria related to patient preferences.
