As noted in the measure specifications for the Stratification description within the Population Criteria section, Stratum 1 identifies a subset of the numerator population with severe obstetric complications excluding cases where transfusion was the only severe obstetric complication. The denominator exclusions are then applied if COVID-related conditions (diagnosis of COVID with COVID-related respiratory condition or procedure) are present.

      We are seeing denominator differences between the overall measure and stratum 1. The vendor has responded saying COVID with respiratory condition/procedure are excluded from the overall measure; however the only exclusion from Stratum 1 is blood transfusion and those with COVID are included in the Stratum 1 denominator. Is this accurate?
