Per the draft eCQM measure specification, the Initial Population contains a reference to Measure Population definition which is defined later in the specification for all of the Population Criteria.

Although we don't expect any issues while implementing this change, we would like to understand the reasoning behind reversing the order of the call. In every other measure, the logic is defined first and the definition is then called later in the measure specification.
