Thank you for your inquiry regarding CMS996 Appropriate Treatment for ST-Segment Elevation Myocardial Infarction (STEMI) Patients in the Emergency Department (ED). The measure developer is considering adding denominator exclusions for patients with documentation of hospice services in the six months within the start of the ED encounter, or active hospice status at the start of the ED encounter, during the eCQM Annual Update. Please see CQM-7459 for draft eCQM specifications for 2026 reporting. We emphasize that this exclusion criterion is not yet finalized. This logic will capture patients who received hospice care in the 6 months preceding the inpatient encounter, or during the ED encounter. This aligns with measure intent as patients on hospice services have unique health considerations that may not necessitate the STEMI intervention.

The new logic in Denominator Exclusions for "ED encounter with Hospice services" looks for an active inpatient hospital admission that starts before or on start of EDStemi and ends on or after start of EDStemi as highlighted below.

Can you clarify the reasoning behind the new logic
