Thank you for your inquiry regarding CMS819v3, Hospital Harm - Opioid-Related Adverse Events. Based on the information provided, this patient would qualify for the initial population but would not qualify for the numerator. The first opioid administered, which was administered in the operating room (OR), does not count towards this measure. The second opioid administration, administered outside of the OR, does count toward the initial population. However, since the opioid antagonist administration occurred prior to the opioids administered outside of the OR, this case does not meet the numerator. To qualify for the numerator, the non-enteral opioid antagonist administration must start during the hospitalization outside of the operating room and 12 hours or less following an opioid medication administered outside of the operating room.

Hi, if a patient received an opioid in the OR that fits HSLOC 1096-7, and then received an opioid antagonist outside the OR, would they still be considered a Numerator, or even an initial population? In the criteria for initial population, the patient would have to have received an opioid outside the OR in order to be considered.

We have a patient that received an opioid inside the OR and then received an antagonist outside of the OR. They then received other opioids after receiving the antagonist.
