      Thank you for your question about CMS1028v2 Severe Obstetric Complications. In the case of multiple births, only one delivery code is used for the encounter. That may not be commonly known, so we provide the guidance to "map the first delivery date/time (Baby A) as the delivery date/time for the encounter." The logic looks for the "Last" performed assessment of the DateTime of delivery (of Baby A in case of multiple births) in case the discrete field was completed too early or before the actual delivery.

      "EarliestOf" is part of a CQL function that looks for a start DateTime of the delivery or the start of the interval of delivery.       In regards to PCMaternal.LastTime of Delivery,

      The guidance states "In the case of multiple births, map the first delivery date/time (Baby A) as the delivery date/time for the encounter."

      The specs state: PCMaternal.LastTimeOfDelivery(Encounter "Encounter, Performed")
      Last(["Assessment, Performed": "Date and time of obstetric delivery"] TimeOfDelivery where Global."EarliestOf"(TimeOfDelivery.relevantDatetime, TimeOfDelivery.relevantPeriod)during "HospitalizationWithEDOBTriageObservation"(Encounter) and TimeOfDelivery.result as DateTime during "HospitalizationWithEDOBTriageObservation"(Encounter) sort by Global."EarliestOf"(relevantDatetime, relevantPeriod)).result as DateTime

      The use of "Last", "Earliest of" & use baby 'A' (which would not be the last delivery D/T documented is confusing. 

      Can you please clarify how these statements are to be used to determine which Delivery D/T is to be used in the case of multiple births?
