The current logic checks to make sure the delivery procedure starts during DAY of the encounter.  This truncates the time and ensures the procedure is on the same day.
The 'day' of has been removed from that expression for the 2025 measurement period, we now need to include the time in the comparison.  
 
In testing for 2025 we are finding significant population differences because the delivery procedure is captured/documented in coding with a time that starts prior to the start of the encounter (the start time defaults to 0000 in coding for most hospitals).
In the updated logic, are you expecting that hospitals capture this documentation in clinical documentation and NOT from coding? If so, maybe consider not including ICD codes in the value set as ICD would be captured in coding and this is misleading to hospitals.
