      Thank you for your inquiry regarding CMS1028v3/PC-07 (Severe Obstetric Complications (SOC)). The risk variable “Maternal Age” is defined in the logic for CMS1028v3. Please see “Risk Variable Maternal Age” in the specifications.

      Unlike other risk variables, but similar to “Lab and Physical Exam Results”, “Maternal Age” is not derived from a specific POA indicator. Rather, it is derived from the patient’s date of birth. The variable is categorized into eight distinct age groups (outlined below), to allow for risk-adjustment according to age.

      Maternal Age in Years

      < 18

      18 - <25

      25 - <30

      30 - <35

      35 - <40

      40 - <45

      45 - <50

      >=50

      Please see the Risk Adjustment Methodology Report posted on the eCQI Resource Center for maternal age results from the pilot studies (pg. 32-35), and a detailed description of the risk model: SOC eCQM Methodology Report (https://ecqi.healthit.gov/sites/default/files/SevereObstetricComplications%20eCQM_Methodology%20Report%20-%20Dec%202022.pdf). Physician groups across the country may have different maternal age group risk considerations depending on their populations and other contributing factors.

    • This logic needs to be better defined in order to be effectively used for process improvement, which should be the intent of these measures.

      Maternal Age is set up as a Risk Variable for the PC-07 measure, but there is no logic associated with it. I reference CQM-5581 in which this was explained. However, in order for hospitals to explain to providers the risk variables, this needs to be defined in some way. Is it > 40 years or some other timeframe? In order to present to physician groups for tracking and to use this data for process improvement (the ultimate goal of these measures), we need this defined better.
