Live Newborn code added to the physician problem list at hospital B and therefore also being captured in the population here. Providers state it is appropriate to add this code even though baby was not born at hospital B. 

Is it appropriate to add this code to hospital B problem list? If so, how do we exclude baby from Hospital B population since they were not born here?
