      Thank you for your inquiry regarding CMS0996: Appropriate Treatment for ST-Segment Elevation Myocardial Infarction (STEMI) Patients in the Emergency Department (ED). The intent of your question is to ascertain what time point of the PCI is meant to be captured in the eCQM. The measure specifications describe the following logic for the PCI procedure within 90 minutes of arrival:

      "ED Encounter with STEMI Diagnosis" EDwSTEMI
        with ["Procedure, Performed": "Percutaneous Coronary Intervention"] PCI
          such that Global."NormalizeInterval" ( PCI.relevantDatetime, PCI.relevantPeriod ) starts 90 minutes or less after Global."EmergencyDepartmentArrivalTime" ( EDwSTEMI )
       
      Please follow the eCQM logic and QDM Manual (this may not capture the exact PCI deployment time), but, if possible, we recommend that you try to capture the point of time the PCI was deployed (i.e. balloon inflation) per the clinical guidelines.

      The OP-40 STEMI eCQM definition is not expansive as to what the PCI time should be. Other Jira tickets note it wouldn't be the procedure start time as it may take some time for the vessel to be opened. But when we abstracted the Time to PCI for AMI (CMS chart abstracted measure), the definition of PCI was the earliest time blood flow was restored, which could be balloon, stent, thrombectomy, device pass, rotablator, laser time, aspiration, as all of these are considered PCI and can open up the vessel. Are these the same for this eCQM?
