Elective Encounters changing to Non-Elective during stay.

      Thank you for your question regarding CMS71v13/STK-3 (Anticoagulation Therapy for Atrial Fibrillation/Flutter). This measure only captures non-elective hospitalizations. The measure ‘Guidance’ section states that that “[t]he “Nonelective Inpatient Encounter” value set intends to capture all non-scheduled hospitalizations and excludes concepts that specifically refer to elective hospital admissions. Non-elective Inpatient Encounters include emergency, urgent, and unplanned admissions.” Therefore, a patient that was admitted to the hospital for a scheduled procedure would not satisfy the denominator, regardless of whether the status of the patient changed following admission.

    • How to determine if a patient should go to a stroke measure evaluation if they had a stroke during an Elective encounter.

      We have a site that has a patient pulling to the stroke measures when they were originally admitted as an elective encounter but had a stroke and the stroke was then entered as the principal diagnosis. I feel like the elective encounter changed to a non elective encounter when the patient had the stroke. It's also hard to filter these encounters out when there are other measures with encounter valuesets that would want that encounter to be included. Should we be excluding the entire encounter because it started as elective?
