Clarification as to why other procedural areas are not excluded

      Thank you for your inquiry regarding CMS819v3, Hospital Harm - Opioid-Related Adverse Events. The intent of this measure is to capture the administration of opioid antagonists in areas other than the operating room. Therefore, if the opioid antagonist is given in other procedural areas prior to or following a procedure, it indicates a harm event. This includes procedures and recovery outside of the operating room (e.g., bone marrow biopsy and PACU), as it would indicate the patient was over-sedated.

      "Opioid antagonist administrations in the operating room are excluded because they could be part of the sedation plan as administered by an anesthesiologist."

      If a patient is in a procedural area and has a sedation plan that is being administered by a CRNA, physician or trained RN, with the appropriate equipment, why would these areas not be excluded as well?
