Thank you for your question regarding CMS122v13. Please review the measure specification for further details about measure requirements: https://ecqi.healthit.gov/sites/default/files/ecqm/measures/CMS122v13.html. According to the measure steward, the National Committee for Quality Assurance, the term "visit" is defined in the specification by the value sets/codes listed in "Qualifying Encounters". Patient inclusion/exclusion would be determined as per this specification. If you need assistance reading an eCQM, please refer to the resources available at eCQI Resource Center, such as "Guide for Reading eCQMs" or "Implementation Checklist eCQM Annual Update": https://ecqi.healthit.gov/ep-ec?qt-tabs_ep=ecqm-resources&global_measure_group=eCQMs.

For inquiries about CMS quality program reporting requirements or other quality measure collection types (e.g., MIPS CQM), please contact the QPP Helpdesk at QPP@cms.hhs.gov.

We understand the Diabetes Poor Control (<9) measure as "patients 18‐75 years of age with diabetes with a visit during the measurement period." What is meant by the term "visit"? Would a visit be inclusive of any ambulatory/outpatient encounter? We would like to better understand if there would be any regulatory issue with removing urgent care encounters as eligible encounter types for determining whether a patient belongs in our denominator, or any other MIPS quality
      measure for that matter.
