      We are trying to clarify when the start of the encounter is. Currently we use the registration date/time. We have a client who is having an issue due to when they are taking the blood pressure in relation to the start of the encounter

      Scenario: Client asks the patient to arrive 10-15 min early to check patient in and do some preliminary work which includes taking the patient's blood pressure. 

      Should our system use the "check-in" time as the start of the encounter or the registration date/time? Currently we use the registration date/time across all measures.
