All of the published measures say that the Measurement Period = January 1, 20xx through December 31, 20xx

EH measures use the the federal fiscal year-10/1-9/30 as the measurement period. Since we don't have a way of referencing specific months within the eCQMs (all references are relative to measurement period start date) this is problematic.

We don't even have a way to express a measurement period that spans the year boundary.

So, 2 issues:
1) How to reconcile published measures with actual reporting period
2) How to deal with this moving forward to MU3
