The IPP clause of the CMS986 uses the included in operator (via the during synonm) which requires the episode of care to start and end in the reporting period.  This is causing issues with quarterly submissions where the episode of care starts in one Q1 and ends in Q2.  We are reporting a patient in the IPP because we are using the calendar year for the reporting period and TJC is using the quarter boundary specified in the QRDA file.

Please consider updating GMCS to EncounterInpatient.relevantPeriod ends during day of "MeasurementPeriod" to bring this measure into alignment with other eCQM's.
