The Centers for Medicare & Medicaid Services (CMS) invites vendors and interested parties to review and provide feedback on draft specifications for two Fast Healthcare Interoperability Resources (FHIR) electronic clinical quality measures (eCQMs): CMS506 Safe Use of Opioids and CMS1028 Severe Obstetric Complications. CMS506 and CMS1028 are measures developed in MADiE and are currently operating under QI-Core STU 4.1.1.

During the FHIR-based eCQM user review of CMS506 Safe Use of Opioids and CMS1028 Severe Obstetric Complications measure specifications, users are expected to 1) review the draft FHIR measures in the Clinical Quality Language (CQL) standard for logic expression and (2) test the code by directly absorbing machine-readable XML or JSON files for eCQMs based on the FHIR standard (if feasible).
Users can assess measure packages, which includes (1) a ‘Clinical Quality Language (CQL)’ folder comprised of libraries used in the measure, (2) a ‘Resources’ folder, comprised of individual library resources used in the measure, (3) a human-readable output of the measure specification, (4) a JSON file of the measure specification, and (5) an XML file of the measure specification. Users can comment on the human-readable output of the measure specification, to appropriately review the technical aspects and specifications of measures posted for public comment, including the structure, organization, or navigation of the information presented.
Users’ comments on the potential impact of EH FHIR eCQMs will help CMS and the measure stewards make improvements to minimize provider and vendor burden in collecting, capturing, calculating, and reporting eCQMs. User’s feedback on CMS506 Safe Use of Opioids and CMS1028 Severe Obstetric Complications draft specifications will be used to investigate any necessary changes to measure maintenance processes or standards. These updates will be communicated to measure developers, ensuring all EH measures are revised as needed.
