      The default resolution of timing for temporal operators is the minute.
      If the start date of EncounterA is >= 1 min before the end date of Encounter B, the expression would be true.

      Regarding the "starts before or during" temporal comparison, if the start date of encounter A is the same as the end date of encounter B, then should the logic:

      A starts before or during B
