    • We have more than 20 in the denominator for Population 1 and 3 in this measure, but less than 20 in Population 2.

      The Tobacco Use Screening measure has 3 populations. According to CMS, we are to use Population 2 for the performance period In determining if there are 20 cases, do we use the denominator number in population 2 or do we add all of the denominatoers for all populations to see if they met the 20 case minimum?
